Anything under about 25 Mbps will struggle with HD, whatever the service. 2) Where the device can take a cable, use one — Wi-Fi is the usual culprit. 3) Close other apps and devices using your internet. 4) Restart your router and streaming device. 5) Drop the quality setting in the player and see whether the stutter goes. 6) If a VPN is on, move to a nearer server or switch it off for the test.
